Consensus Explanation We strongly reject the recommendation to separate Exercise Science and Pedagogy and move them to different academic units. We concur with the recommendation to move Exercise Science to the proposed College of Science with the condition that the KHP Department (Exercise Science and Pedagogy) remain intact. We concur with the recommendation to eliminate the Health Promotion option.

Kinesiology is a multidisciplinary field dedicated to the study of complex interactions among molecular, physiological, biomechanical, psychological, sociological, and developmental aspects of human movement in health and disease. The mission of the Kinesiology and Health Promotion Department is to advance, apply, and disseminate knowledge through teaching, research, hands-on experience, and service programs that promote a lifelong, healthy lifestyle for a culturally diverse university and surrounding community.


• Fragmenting the Department will seriously and adversely impact the professional preparation of students by compromising the integrity of the multidisciplinary subject matter. It is critical that our students be educated in all of the content areas in the discipline. Only an intact department will be able to offer the multidisciplinary courses needed to prepare professional leaders to support K-12 education and to advance the scientific knowledge of the discipline in contributing to future solutions of serious public health epidemics.

• Credentialing of pedagogy students is especially threatened. The single-subject credential program in physical education and the adapted physical education specialist program within the Pedagogy option are based on CCTC standards (California Commission on Teacher Credentialing). These standards are discipline-based. If Exercise Science is moved to the proposed college of science without Pedagogy, the Exercise Science courses needed by Pedagogy students for credentialing may not be offered or they may be changed so that the CCTC standards are not met.

• Pedagogy will lose its identity and visibility in a School of Education that has a recommendation to focus on post-baccalaureate programs. As a Kinesiology-based sub-discipline, student and faculty recruitment for the single subject and adapted physical education programs will be severely compromised.

• The Motor Development Clinic - a 29-year program with national recognition - will not be able to operate without the multidisciplinary support of an intact KHP Department. The MDC trains UG and graduate students and has served some 4,500 children with disabilities from the community.

• The KHP Department contributes substantially to the GE and service-course programs and to co-curricular and extra-curricular activities for students. These courses and activities require the joint support of Exercise Science and Pedagogy. Fragmentation of the Department will threaten these offerings.

• Moving the entire KHP Department to the proposed College of Science would be beneficial for the following reasons:
- The Exercise Science sub-discipline would align well with other basic science programs located within the college, thereby opening avenues for more adequate resources (e.g., laboratory spaces), collaboration (e.g., integrated grants), student recruitment, and the possibility of developing interdisciplinary programs.
- The Pedagogy sub-discipline can enjoy several benefits by joining with the K-12 educational components that are already located in the College of Science (e.g., Biology). This will create more collegial interaction among the single subject programs and provide future educators with a better understanding of the major threats impacting K-12 students’ quality of health and their ability to learn.
- The departments and programs within the proposed College of Science can benefit from course offerings in KHP as well as the possibility for collaboration in clinical and translational research with human subjects.

Minority Explanation Dear Dr. Self:

As Chair of the Department of Kinesiology at CSULB, I offer support to the Department of Kinesiology and Health Promotion (KHP) in their opposition to the P & R Steering Committee's recommendation to divide the KHP Department into three parts, that is, recommendation #10:Divide the KHP Department into three parts.

Kinesiology, which is the study of human movement, is a multidimensional field of study involving hard science, social science, pedagogical, and humanities components. Specialization over the past 3-4 decades has led to the development of numerous subdisciplinary trends beyond physical education teacher education, including exercise science. This multidisciplinarity has allowed Kinesiology to cater to diverse student interests and critical societal needs, and thus to thrive in university and professional contexts. Splitting up a department of Kinesiology, even at only one CSU, makes it more challenging for the discipline to maintain a distinct identity throughout the CSU system. Moreover, physical education teacher education and exercise science will likely become marginalized in the Colleges of Education and Science on your campus, which in turn will negatively impact the education and professional training of Kinesiology majors in these subfields. Such fragmentation will also negatively impact the ability of physical education and exercise science to market their respective subdisciplines to internal and external constituencies.

Housing the two subdisciplines together within the College of Science makes good sense as this allows for greater communication and collaboration between the two entities in fostering kinesiology-related goals and providing quality educational programming. The fact that the College of Science has an educational arm makes this move reasonable. I therefore am in agreement with each of the reasons provided by the Department of KHP for maintaining the Department as a unified whole and respectfully request that the P and R Steering Committee give careful consideration to honoring the Department's request.

Consensus Explanation I am writing to strongly oppose your campus P&R Steering Committee Recommendation #10 to divide the Department of Kinesiology. This artificial division of a strong academic unit will adversely affect students and destroy the Pomona and CSU charge of preparing qualified physical education teachers and other allied health professionals.

For over 100 years in North America departments of physical education or kinesiology have been home of the integrated study of human movement. The uniqueness of this tradition are the focus on human movement and the integration of all applied sciences to this study. This integration of elements of traditional academic disciplines has sometimes been used by short-sighted faculty or administrators for political power plays. I urge you not to destroy what is an important and noble area of academic study. Professionals in the schools, clubs, and medical clinics need both the exercise science and the pedagogical science to understand how humans move and how to help them move better, whatever their ability or disability.

Departments of Kinesiology are successful units in a wide variety of colleges or schools within North American universities. Within the CSU Kinesiology Departments are quite similar in mission and emphasis, but they reside in these different colleges primarily because of the political history of each university.

I strongly recommend you not destroy the Department of Kinesiology at Pomona. It is ironic that this proposal comes when people in the world are just beginning to recognize Kinesiology as integral to one of the most important health issues of the future, the promotion of human movement and exercise to limit the morbidity and mortality related to low physical activity levels in modern life.

Consensus Explanation The Department of Mathematics & Statistics offers the following reasons for objecting to the recommendation to restructure both the departments and colleges on campus.

1. Splitting Kinesiology into three parts is unfair to the that Department. Those three aspects share much in common, far more than Kinesiology shares with Biology. The argument that Kinesiology and Biology share common resources is also specious. Biology and Botany share far more resources.
2. Botany and Geology share more of their coursework with the College of Science than they do with their proposed destinations. The opposite holds for Kinesiology.
3. The statements that certain programs on campus share certain themes, such as the environment or health, are superficial. Programs should not be grouped together based on loose linkages. The departments currently housed in the College of Science all share certain philosophies in their approach to teaching and research. As an administrative unit it makes sense to keep these together.
4. In all proposed restructurings the College of Agriculture has been eliminated. This would be a great loss to the university, not only as a legacy, but also as a continuing tradition on campus. One need only look at the campus itself to see this influence.
5. EVNR already has in place integrated core courses. Introducing new programs, not already a part of this integration, speaks to the forced nature of these groupings.
6. The associated departments listed in these moves have not voiced a desire to be moved. The inspiration for these changes is clearly external to the departments involved, which further suggests the artificial nature of these changes.
7. The goal to bring together disparate departments to tackle problems such as global warming is admirable, but a specialized division for doing this is unnecessary. For years the goal has been to push multidisciplinary collaboration, and being able to point to multiple colleges on campus as working together towards a solution paints the image of a unified university committed to communication and unity in purpose. Creating a separate division says much the opposite.
8. Increasing funding and attracting experienced and talented faculty will be hurt by moving Botany and Geology out of the College of Science. The message sent to the world is that at CPP we do not consider Botany or Geology a science.
9. The creation of additional divisions in large colleges does not reduce the proliferation of administrative layers. Although a fewer number of Deans may be needed, each division will need someone at the helm. This solution appears only to exacerbate the problem we are trying solve. Also, the money needed to re-label buildings, change letterheads, and other daily incidentals would create an additional financial burden on a campus already dealing with budget issues. A cost analysis should be completed.
10. P&R is being done before the environmental scan has been completed. As such, these decisions seem premature.

The Department of Mathematics & Statistics finds the proposed restructuring to be arbitrary, inconsistent with the ideals of shared governance, and premature.

Consensus Explanation Breaking apart KHP and associating two portions with two separate existing programs and eliminating the graduate portion of the program effectively eliminates the entire program. The effect will reverberate beyond KHP and have an impact on athletics' ability to attract students (athletes are drawn to exercise science and wellness programs as a major. Also without an association with an academic department such as KHP, not a single athletic facility has been built in the CSU. It appears this recommendation will impact Athletics' ability to maintain or build facilities. We would support this as long as it doesn't affect he ability to attract FTE funding for the facilities.
